It appears the delay is about 90 seconds now. We'll continue to monitor, but programs will be restarted that were halted.

Investigating
We're seeing a delay in SMS messages reaching AT&T subscribers. This will likely cause the response rate notifications to be triggered. Messages appear to be delivering, but they're just being delayed.
